Research evaluation does not end with decision-making. When decisions are embedded into policy and institutional systems, they become enduring structures that shape behavior and outcomes over time. This editorial examines the risks of institutionalizing evaluation decisions and highlights the need for adaptive, accountable systems that remain responsive to evolving research contexts.

Research evaluation has advanced significantly in how performance is measured and represented, yet a critical gap remains in how these outputs are used. Metrics are often treated as decision-making tools rather than analytical inputs, leading to opaque and unaccountable outcomes. This editorial examines the distinction between evaluation and decision-making and proposes a structured approach in which metrics inform, rather than determine, policy and institutional decisions.

Rankings have long served as the dominant output of research evaluation, reducing complex performance into a single ordered position. However, this approach obscures multidimensional realities and limits interpretive insight. This editorial proposes a shift toward profile-based evaluation, where multiple dimensions are preserved and analyzed collectively, enabling a more accurate and context-sensitive understanding of research performance.
